LSBU welcomes two new independent governors to the Board

16 September 2026

London South Bank University (LSBU) has appointed two new independent to its Board of Governors.

Stephen Marston and Stephen Shapiro have joined, bringing a wealth of experience in higher education and corporate governance to the University.

Stephen Marston has had a long career in the Civil Service and higher education. Early in his career he served as director for institutions at the Higher Education Funding Council for England, before becoming director-general for lifelong learning, further education, higher education and skills across three government departments.

He then served as vice-chancellor of the University of Gloucestershire from 2011 to 2023. Since retiring, he has taken on a range of board roles, including chair of South Hampshire Colleges Group and board positions with the Student Loans Company, the Commission for Tertiary Education and Research in Wales, the University of Derby, and West London NHS Trust.

Stephen Shapiro brings deep experience in law and corporate governance. He has held senior roles including group general counsel and group company secretary at Barclays, where he ran the bank's global legal team and sat on its executive committee.

Before that, he was group company secretary and deputy general counsel at SABMiller plc. He began his career in private practice in South Africa, before moving into corporate law and mergers and acquisitions at Hogan Lovells in the UK. He has also played an active role in the wider governance profession, including as Vice-Chair of the Executive Committee of GC100, and as chairman of ICC UK's Committee on Anti-Corruption.

Dr Andreas Raffel, Chair of the Board, said: "Stephen Marston and Stephen Shapiro bring an outstanding depth of experience to our Board, from the highest levels of higher education leadership to corporate governance at some of the UK's largest organisations. Their insight will be of great value as LSBU continues to deliver on its mission for students, staff and the wider community. I look forward to working with them both."

The Board of Governors oversees LSBU and is responsible for the University's long-term success. It sets the values and priorities the University works to, makes sure public money is spent properly, and helps protect LSBU's mission of serving students and the wider community. The Board is made up of independent governors, student and staff governors, and the vice-chancellor, and meets five times a year.
